Recently, the Ministry of Information and Communication (MIC) of Vietnam has made some major revisions to the certification requirements/plans.
The changes are summarized as follows:
1. No matter whether the certificate holder is a manufacturer or a local company, the certificate needs to list the complete details of the manufacturer and factory (OEM) information. If there are multiple factories, each factory should have its own type approval certificate, and the number of samples should be prepared according to the number of factories.
2. Whether the certificate holder is a manufacturer or a local company, the certificate will show the country of origin of the factory. Previously, it was not mandatory to list the country of origin if the certificate holder was an overseas manufacturer.

Overseas manufacturers as certificate holders
★ For overseas manufacturing enterprises, only if they have a representative office in Vietnam and the representative office needs to confirm the information of the factory (OEM) can they obtain the certification.
★ If a certain condition cannot be met, the certificate holder can be the importer.
As a certificate holder, the importer has two conditions:
★ The manufacturer and OEM/ODM belong to the same organization (provide evidence): they can obtain type approval for 3 years.
★ The manufacturer and OEM/ODM do not belong to the same organization (provide evidence): we can still obtain type approval for 3 years, but we need to provide the ISO9001 certificate of the factory and evaluate the production of OEM/ODM through video.
4. The representative office can directly use the test report under the name of the manufacturer.
The importer can only use the test report in the name of the manufacturer after obtaining the power of attorney issued by the representative office or the power of attorney approved by the consul.
5. For the test report issued by MRA laboratory, VNTA only accepts the report issued by QCVN standard, but does not accept the report issued by ETSI EN standard. The MRA test laboratory needs to verify the test report and send a confirmation email as evidence. Because there is no local test capability like 5G NR, the test report of non-MRA test laboratory will be accepted only when MIC announces the acceptance of the test report results.
When using the module report, the system applicant shall obtain the authorization of the report holder.
A. the report holder is the manufacturer.
Authorization from the manufacturer's representative office or consulate certification shall be obtained.
B. The report holder is the importer.
The module test report must list the type, model, manufacturer and other information of the host equipment (the listed information of the host equipment must be consistent with the product information applied for TA certification).
